The answer your question why is a simple one. to minimize the user frustration of searching for a room only to be told "Sorry, you are not allowed to reserve that room." We made the decision to only allow those who can actually reserve it to see the busytime. Only those who are allowed to reserve the Specific Persons room are allowed see its busytime and all others cannot so searching for such a room would never return the name to tease them.
There may be some cases where dB Admins would like to see the info to triage issue but are not actually able to book the room. They can still see the busytime data by using console commands or tools like NotesPeek so it is not as if they have no alternatives.
The even smaller set of cases where the dB Admins have no server console access did not justify offsetting the larger end user experience of less frustration.
A workaround to consider: if you really want your dB Admins to see the busytime, add them (or their group) to the list of authorized Specific People. You will have to trust them not to book rooms they should not. (You need to trust your Admins at some point otherwise why make them an Admin??)
